DHW is hiring for a Medicaid Tribal Liaison. This is a statewide position and will report to their nearest DHW location. This position will serve as the Idaho State Medicaid Program’s liaison with Indian Health Care Providers (IHCPs) and Tribal representatives. The liaison will be the primary Idaho Medicaid point of contact for Idaho Tribal representatives and be responsible for regular outreach, engagement, and problem solving on relevant issues related to the Idaho Medicaid program. 

This is an exciting opportunity to listen, engage, and problem solve healthcare challenges. Experience working with American Indian / Alaska Native (AI/AN) populations or IHCPs is preferred. 

This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES:

  • Establishes and maintains strong relationships with Indian Health Care Providers (IHCPs). 
  • Assists with identifying and resolving IHCP Medicaid issues. 
  • Acts as liaison between the Idaho State Medicaid Program and Tribal representatives. 
  • Trains Medicaid staff on State-Tribal intergovernmental relations, Tribal sovereignty, Indian healthcare systems and programs, and federal and state requirements related to Tribes, IHCPs, and AI/AN people. 
  • Communicates extensively with IHCPs for support, issue resolution, and collaboration. 
  • Provides summary and problem specific feedback information, analysis, and action recommendations to the Medicaid Program regarding provider problems, issues, and general concerns impacting working relationships. 
  • Works with Medicaid Program staff in determining trends and resolving technical problems. 
  • Works with Idaho Medicaid managed care organization tribal coordinators. 
  • Develops and provides program related training to others. 
  • Prepares or assists in the preparation of administrative reports, studies, and specialized research projects. 
  • Other duties as assigned by management. 

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Experience developing; recommending and evaluating operating procedures and recommending changes. Typically gained by 

    approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment.
  • Experience developing technical written materials such as policies, technical manuals or rules/regulations. Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar. 
  • Experience providing technical program assistance to staff. Typically gained by at least one year of experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff. 

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Experience working in or with an Indian Health Service (IHS) funded program. Typically requires at least one year of experience where you had the responsibility as a portion of the job. 
  • Experience developing and evaluating policies and procedures. Typically gained by at least one year of experience where you had the responsibility as a portion of the job.
  • Experience providing customer service or leading or facilitating teams or groups. Typically requires at least one year of experience where you had the responsibility as a portion of the job. 
  • Experience interpreting and applying laws and regulations. Typically requires at least one year of experience where you had the responsibility to cite or analyze laws or regulations and explain to the public how these laws or regulations are interpreted and applied. 
  • Knowledge of laws, regulations, and issues affecting tribal communities. Typically requires at least one year of experience working with Idaho Tribal representatives or communities.
