The Idaho Department of Lands (IDL) is seeking a full-time Financial Technician Sr. This position will be located at our CDA Staff Office in Coeur d’Alene, ID.

Description
To perform a variety of financial duties including developing and maintaining timber sale records, documents, reports and financial data; review financial documents and records for IDL’s timber programs; perform timber accounting, bookkeeping or audit functions in compliance with laws, rules, and IDL policies; and perform related work.
Responsibilities:
· Maintain timber financial records in the 3Log timber accounting software.
· Invoice and receipt timber sale statements monthly.
· Produce reports on timber financial records monthly or as requested by Bureau personnel.
· Invoice all other timber revenue into the 3Log financial system including direct sales, firewood permits, rights-of-way (ROW) permits, personal use permits, etc.
· Keep various databases and spreadsheets up to date to produce monthly, quarterly, and annual reports.
· Coordinate with IDL’s fiscal department to ensure the 3Log timber accounting software aligns with the Statewide Accounting system, LUMA.
· Research missing invoices to ensure all timber transactions are processed through 3Log.
· Produce timber sale auction results and maintain email distribution lists for various reports.
· Work with timber sale purchasers to ensure proper bonding is in place including: surety bonds, cash bonds, CDs, letters of credit, etc.

· Knowledge of timber settlement generating monthly statements for stumpage, stumpage interest, fire suppression, and penalty charges.
· Experience invoicing and receipting charges for various customers.
· Experience maintaining databases to ensure accurate billing.
· Knowledge of accounting software including debit and credit accounts and tracking revenue to proper accounts.
· Experience maintaining email distribution lists and maintaining prompt communication with internal and external customers.
· Knowledge of bonding used for proper collateral for contracts.
· Experience reviewing and writing contract terms.
Distinguishing Characteristics
This is the third of four levels of Financial Technician job classifications.
This position performs higher level financial functions for the various timber programs for the State of Idaho. Incumbents at this level have broad knowledge of the timber sale programs and financial requirements to oversee the preparation, reconciliation, and balancing of timber financial transactions and documents.
This position performs timber finance work responsibilities, provides consultation, training/mentoring operational staff, and ensures proper documentation is received for timber sale contracts.
Nature and Scope
At this level, incumbents are highly skilled in the duties accomplished at the Technician level and as a result of their depth of knowledge and expertise are assigned more challenging duties in support of complex programs that require more follow-up, complex coding, interaction with other programs, and as a result, have considerable impact attached to their output.
They may serve as a lead worker and/or trainer and are relied upon for impactful recommendations due to their deep knowledge and understanding of the timber sale programs.
Incumbents function independently and exercise considerable discretion when dealing with operational staff, business representatives, and/or the general public to identify and resolve non-routine issues involving laws and regulations; may conduct meetings and interviews, and may testify in legal proceedings. They may have approval authority over work generated by Financial Technicians, Financial Support Technicians, and others.
Incumbents require strong skills in using computer systems to develop and maintain records, documents, reports, and financial data.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on navigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state.
