This is a Limited Service, non-classified Position. It is expected that the duration of this Limited-Service position will be through June 06, 2025. This position is exempt from the classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission. The Division of Statewide Accounting is responsible for creating the Annual Comprehensive Financial Report and supporting State of Idaho agencies and their employees in the use of the Luma system for day-to-day business operations.
KEY RESPONSIBILITIES
Serves in the Division of Statewide Accounting supporting state agencies financial transaction processing activities. The incumbent will be expected to develop expertise and focus in the Luma system. This position will work directly with functional leads, subject matter experts (SME’s), agency staff, and system vendors ensuring that agency business processes are functioning properly. The employee will be required to understand and perform financial transaction processing to assist agency staff in completing transactions.
Additionally, the employee is required to understand state government accounting processes. The employee will establish and maintain positive relationships with functional policy owners and agency staff to ensure the Luma system processes and procedures are applied appropriately. The employee will assist in the continuous improvement and modifications of supporting systems.
Job Functions
· Employ a working knowledge of the Luma Finance, Procurement, and Budget modules to ensure proper financial transaction processing.
· Prepare, reconcile, and balance financial transactions.
· Provide technical assistance to organizations utilizing the Luma system.
· Coordinate with Luma staff to address cross-functional needs.
· Convey requirements to develop, monitor, evaluate and report financial activities in Luma.
· Maintain procedure manuals to ensure compliance with regulations.
· Respond to stakeholder inquires in a timely manner, as defined by SCO policy.
· Attend and participate in meetings to keep SCO and agency staff up to date on office activities.
· Advise leadership on elements related to Luma finance modules.
Additional Functions
· Contributes to the positive performance of the Luma system and Luma as a whole.
· Demonstrates timely and consistent attendance.
· Any additional duties as assigned by the State Controller or his/her designee.
Minimum Qualifications
· Good knowledge of: Financial Record Keeping.
· Experience in: Developing and preparing financial documents. Using computer systems to enter, retrieve, and report on financial data. Researching and compiling financial information.
· Strong sense of customer service and professionalism, even in a sometimes-stressful environment.
· Ability and willingness to work as a team member.
· Ability to complete assigned tasks individually and work cooperatively in a team environment.
· Consistent thoroughness, excellent analytical skills and strong attention to detail.
· Ability to meet deadlines while being interrupted and to adapt to constantly changing situations.
· Good organizational, problem solving and prioritization skills.
· Understand and follow best practices to protect sensitive and confidential information such as SSN’s and banking information.
· Good understanding of internal control practices and procedures.
Desired Qualifications
· Experience developing, monitoring, and reporting financial activities and expenditures.
· Troubleshooting automated system changes, testing automated system changes, including using data extraction tools and methods for sampling, testing and reporting.
· Documenting business processes.
