The Idaho Department of Lands (IDL) has one (1) opening for a Buyer position. This position is a full-time benefitted position located at our Director’s office in Boise, Idaho or our Coeur d’Alene Staff office in Couer d’Alene, Idaho.

Minimum filling rate is $22.76 per hour. The final salary rate is negotiable based on experience and qualifications.

Description:
To purchase supplies, services, material, and equipment for a department; research and perform analysis on products, services and equipment; perform related work; and other duties as assigned.
Example of Duties:
Purchasing
· Determines product, equipment and service requirements
· Determines methods of acquisition
· Prepares specifications, selects vendors and requests written quotes/bids on commodities.
· Prepares solicitations for facilities services, maintenance agreements, multi-function-devices, etc.
· Reviews and evaluates quotes/bids, records information including price, payment terms, delivery, etc.
· Issues Purchase Orders and Service Contracts
· Advises end-users about product and service availability and specification preparation
· Advises users on legal requirements and policies and procedures established for procurement
· Resolves vendor/end-user conflicts
· May obtain and issue emergency purchase authorizations, sole-source authorizations, and complete other exempted purchases
Product and Market Research
· Conducts research to identify products or equipment for potential department use
· Requests information about products and services
· Attend tradeshows on behalf of IDL Procurement Program
· Meets with vendors to receive product and service information
· Analyzes quality, price, source of supply, delivery date, shipping charges and final cost
· May perform life-cycle costing including analyzing equipment long-term maintenance and expenses to determine residual value, and related operating expense
Other Duties as Assigned
· Performs surplus/disposition procedures for IDL assets
· Performs P-Card Administration
· Helps administer IDL’s cellular telephone agreements
· Other responsibilities as assigned
Minimum Qualifications:
Some knowledge of:
· Purchasing methods and procedures (best practices in procurement)
· Life-cycle costing principles
Experience:
· Preparing specifications for solicitations
· Applying value analysis criteria to products and materials purchased
· Operating a personal computer
Desired Qualifications:
· Experience in public procurement
· Certification in procurement, supply chain management or a related field
· Strong writing and verbal communication skills
· Experience with ERP systems
· Evaluative procedures
· Compliance with rules, regulations, and laws
· Crafting/Updating forms and templates
· Data Entry
· Microsoft Office Suite of Products

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on navigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also provide assistance to landowners to manage their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
