Applicants must have 24-months of specialized experience performing related to the duties as specified below. INTRODUCTION: This position is assigned to the Idaho Youth ChalleNGe Academy (IDYCA), functioning within the State of Idaho – Military Division. The Academy campus is located in Pierce, Idaho. The purpose of IDYCA is to intervene in and reclaim the lives of disengaged youth through education and mentoring, empowering youth to improve their academic level and employment potential and become responsible and productive citizens of Idaho and the United States. The Academy is an intensive residential academic intervention for “At Risk” 16-18 year old Idaho youth, directed and sponsored by the State of Idaho – Military Division/Idaho National Guard. It provides a unique educational opportunity within an intensive military structure and overview. Student Cadets participate in daily activities such as academic instruction, service to community, drill and ceremony, housekeeping, personal hygiene and physical fitness. Youth applicants are invited to a 2-week acclimation period to determine their desire and commitment to participate. The Acclimation Phase is followed by a two phase enterprise consisting of: 1) a 20-week Residential Phase, and; 2) a 12-month Post-Residential Phase consisting of life planning, community re-integration, and mentoring. The Academy focuses on eight core components that define all dimensions of a person’s success relative to personal achievement and social contributions. The components are: Leadership/Followership, Service to Community, Job Skills, Academic Excellence, Responsible Citizenship, Life-Coping Skills, Health and Hygiene, and Physical Fitness. The Academy is staffed by uniformed Cadre, Professional Instructors, Counselors, Advocates (Case Managers), and other support staff members.

DUTIES AND RESPONSIBILITIES:
1. The primary purpose of this position is to support implementing the marketing/outreach/admissions plan of the Idaho Youth ChalleNGe Academy (IDYCA). Responsible for the processing and data entry of the youth applications from prospect identification through acceptance decision and case file completion. Communicates and encourages application completion by youth and parent/guardians. Aids in the communication and marketing to influencing stakeholders. Responsibilities include, but are not limited to, the following:
2. Manages the youth application process. Identifies eligible and motivated or willing applicant leads and distributes application packets via paper or electronically. Assists candidates in completing the application and admissions process. Processes all youth applications; creates, maintains, and properly stores or transfers admissions packets for all applicants; enters all data in approved data system. Builds applicant case files in accordance with IDYCA standards. Records and transfers Mentor Applications to the Post-Residential Coordinator for processing. Promotes “Regional Orientation and Application Workshop ” sessions in Pierce, Post Falls, Caldwell, Twin Falls, Pocatello and other locations in support of applicant numbers and class goals . Assists in the selection of qualified, retainable candidates who have the best chance of success in meeting their individual and program goals for each class. Receives and responds to telephone calls. Uses teleconferencing, mail, fax, and scan technology regularly to conduct tasks and report progress to IDYCA. Provides regular input in development and modification of marketing/outreach/admissions plans and goals.
3. Assists the Admissions Coordinator in communicating and marketing to external stakeholders. Develops and maintains relationships with educational institutions, and public and private agencies for purposes of identifying and recruiting potential youth and Mentor candidates and developing placement partners for Academy alumni. Maintains an up-to-date database of all relationships and contacts and generates mailing lists and mailing labels for marketing and communication purposes. Initiates communication via email, telephone, and with press releases to conduct outreach and admissions business. In partnership with the Programs Coordinator and the Admissions Coordinator, delivers and protects a consistent and accurate marketing message about the IDYCA. Promotes public awareness of IDYCA by scheduling, coordinating, and conducting informational program presentations to public and private entities in the state, and potentially in adjoining states without Youth ChalleNGe programs. Presents to large and small groups using modern multimedia techniques and tools. Maintains and communicates a detailed schedule with direct supervisor and plans outreach coverage in conjunction with school district schedules, IDYCA schedules, and the schedules of other individuals or organizations. Creates and develops various marketing media such as brochures, flyers, posters and etcetera.
4. Coordinates Academy efforts to plan and execute the IDYCA Career Day while expanding network of vocational, academic, and commercial stakeholders in order to accomplish Cadet mock interview requirements and expand Cadet occupational view.
5. Promotes a respectful workplace that complies with policies of the Adjutant General. Observes and ensures compliance with all Whistleblower Protection Program, Equal Employment Opportunity (EEO), security, environmental, and workplace safety practices, policies and regulations at all times. Maintains a safe and drug/alcohol/weapons free workplace during all IDYCA activities. Assures workplace and facility security. Supports the Programs, Operations and Academic Departments to achieve the IDYCA mission: “To intervene in and reclaim the lives of sixteen to eighteen year-old high school dropouts, producing program graduates with the values, life skills, education, and self-discipline necessary to succeed as productive citizens of Idaho”.
7. Performs other related duties and projects as necessary or assigned.
SUPERVISORY CONTROLS: Work is performed under the direct supervision of the Admissions Coordinator within the Programs Department. The supervisor assigns broadly defined goals, missions, and functions. The incumbent is responsible for execution of directions by independently defining and formulating overall strategies, initiatives, goals, and milestones that directly accomplish the IDYCA admissions effort. The incumbent must display tact, good judgment, creativity, and analytical ability to independently work through complex problems or dynamic situations and produce products and solutions.
PERSONAL WORK CONTACTS: Incumbent interacts on a regular basis with members of the Director’s and Deputy Director's Staff, Academic Staff, Programs Staff, Student Cadets, and stakeholders of the IDYCA including special guests, parents, other family members, community partners, city, county and state officials, representatives of professional organizations, the news media, and public action groups. Occasional contacts include the Adjutant General (TAG) and all levels of military and civilian personnel of the Idaho Military Division; federal elected and appointed officials; Tribal Leaders; city, county, state and federal employees from various agencies; private volunteer organizations (Red Cross, Salvation Army); non-governmental organizations; private industry; and U.S. citizens and foreign nationals who have an interest in the programs and services of this organization. The purpose and extent of each contact is different; the role and authority of each party is identified and developed during the course of the contact.
GUIDELINES: Guiding directives include the National Guard Youth ChalleNGe Program Recruiting, Placement and Mentoring Operations Manual, the Idaho Youth ChalleNGe Academy (IDYCA) Tactical Recruitment Plan, the IDYCA Marketing Plan, the IDYCA Programs Handbook, the IDYCA Admissions and Case Management Desk Manual, Employee Handbook and Student Cadet Handbook. Additional guidelines are contained in the NGB Master Cooperative Agreement and policies, the requirements of the eight core components; federal program data reporting requirements; Idaho Military Division (IMD) State Employee Personnel Regulations, policy, and procedure; State laws, local codes, and ordinances. Guidelines will be used to ensure compliance with personnel rules, regulations, and program policies; federal mandates, standards, service levels and funding requirements; laws, codes and ordinances guiding health, welfare, contract administration; legal contracts; and to ensure appropriate treatment and training of the teenage Cadets assigned to the Academy.
WORK ENVIRONMENT / PHYSICAL EFFORT: Some work is performed indoors in a climate controlled office or school environment. Some work is performed outdoors. Extensive travel requirements demand that incumbent be able to establish mobile office practices using a mobile phone, laptop or tablet computer, organizing outreach and marketing materials, and by maintaining a highly organized and secure method for receiving, transporting, and accounting for youth and Mentor applicant sensitive information. Incumbent must be able to proficiently use a computer and office technology software including e-mail, word processing, spreadsheets, databases, and specialized data management programs. Sitting, walking, and standing are required. Work requires periodic lifting up to 50 pounds.
WORKING CONDITIONS: Working conditions may include extended work hours, and periodic evenings and weekends if mission essential. Regular travel, both in-state and out-of-state, via all modes of transportation, is required. Overnight travel for moderate periods of time (up to four nights at a time) is required. Travel (whether on day trips or overnight trips) comprises up to 25% of overall work time. Incumbent is occasionally in the vicinity of temperamental "At Risk" youth who may act out aggressively; has contact with teenagers and parents to include periodic interaction with disgruntled and/or emotional individuals and confrontational situations. Incumbent must commit to exceptional work attendance; dependability and reliability are required of this position. Incumbent may transport staff and participating Cadets in state vehicles. Incumbent must submit to and pass pre-employment and periodic drug tests, and must complete and pass pre-employment and periodic background checks. Incumbent must complete annual first aid and CPR training/re-certification, and is required to attend formal Youth ChalleNGe staff training courses as specified in program policy. Smoking and tobacco use is not permitted anywhere within the confines of the IDYCP campus or within view of the Cadets.
