JOB TITLE: SUPERVISORY FIREFIGHTER - OF&ES

INTRODUCTION: This position is assigned to the Idaho Training Center – Orchard Range (ITC-OR), Orchard Fire and Emergency Services (OF&ES), Idaho Army National Guard (IDARNG), functioning within the State of Idaho – Military Division. The position is located at the OF&ES Fire Station. The Orchard Training Center is an Army National Guard (ARNG) Maneuver Training Center (Heavy). The primary purpose of this position is to serve as a Supervisory firefighter, assisting with the management and supervision of the fire protection and prevention programs for the ARNG facilities serviced in the ITC. Exercises delegated supervisory responsibility for leading a firefighting crew consisting of Military Division State employees. Responsible for organizing, training, and directing actual firefighting activities of those members designated to serve as auxiliary members of firefighting crews. This position involves the supervision of personnel engaged in firefighting, and driver/operation of fire apparatus to control and extinguish structure fires, rescue endangered personnel, and take actions to reduce or eliminate potential fire hazards.
DUTIES AND RESPONSIBILITIES:
1. Under direction of the Fire Chief and Deputy Fire Chief, and immediate supervision of an Assistant Fire Chief (A/C), assists in administration of the Idaho Army National Guard (IDARNG) Idaho Training Center (ITC)/Training Site Fire Prevention and Enforcement Plan. Area of responsibility involves approximately 143,000 acres of land consisting of 53,500 acres in the impact area and the remaining 89,500 acres of maneuver area, and facilities totaling 5.5 million square feet located in the ITC-OR/Training Site, Gowen Field (Main Base) and IDARNG Readiness Centers (Armories) statewide. The ITC-OR/Training Site contains over 160 permanent structures (1,750,000 square feet), 446 temporary buildings (1,750,000 square feet), and more than 60 semi-permanent structures (72,000 square feet). The ITC-OR/Training Site has an Ammunition Supply Point (ASP) which contains 28 storage locations capable of storing 1.9 million pounds of net explosive weight; a fuel point; one runway and multiple helicopter landing pads supporting approximately 1300 aircraft sorties (take-offs, landings and runs at the impact area) annually. Structures within the ITC-OR/Training Site are utilized for general supply, living quarters, ammunition storage, industrial workshops, computer facilities, craft and trade buildings, barracks, school houses, administrative areas, troop training areas, hazardous material storage areas, electronic overhaul facilities, dispensary, helicopter operations, and fuel storage areas. Performance of the operations involves 2,300 and strong full-time and part-time employees engaged in maintenance, storage, training and operations involving highly explosive material and various mechanical shops using hazardous processes and chemicals.
2. Assists the Assistant Fire Chief (A/C) as a Station Captain, with providing oversight and direction of day-to-day operations at a fire station for an assigned shift. Supervises and leads multiple crews that includes a firefighter driver/operator and two or more firefighters staffing one to two pieces of motorized firefighting equipment in firefighting and rescue operations. Studies field maps to become familiar with ground areas and specific locations. Supervises, plans, assigns and leads work to be accomplished based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Ensures that workload is balanced at the fire/rescue scene and in the station. Remains aware of the status and progress of work, makes day-to-day adjustments, and obtains assistance from supervisor on problems that arise. In the absence of A/C or management official, approves leave for a few hours or for emergencies. Resolves simple informal complaints, elevating the more serious problems to the A/C. Coordinates with Station Captains on other shifts and at other stations concerning matters of work accomplishment, promotion, retention and procedures. Provides recommendations to higher level supervisors on appointment, promotion, retention and reassignment of employees. Advises employees on work and basic terms of employment and benefits. Identifies developmental and training needs of station personnel and makes arrangements to meet those needs. Instructs employees on specific tasks and firefighting techniques, and provides written instructions and/or reference materials and supplies. Supervises, directs, leads, and participates in practice drills and training classes for assigned crew in all phases of firefighting techniques and equipment maintenance and use. Answers questions of employees on procedures, policies, directives, available services and employee activities, and obtains directions from supervisor on problems. Prepares reports for the supervisor concerning emergency responses, training, maintenance, inspections, or other topics. Performs special assignments/projects as required by the supervisor. Directs and participates in the Department of Defense (DOD) Fire and Emergency Services Firefighter Certification System for the assigned crew.
3. Directs firefighting crew(s) in the operation of firefighting vehicles and equipment. Directs crew(s) to the scene of the fire following a predetermined route or selecting an alternate when necessary, and positions vehicle considering factors, such as wind direction, sources of water, and hazards from falling structures. Ensures vehicle is maneuvered to keep the fire in optimum range while ensuring that flashover will not occur. Takes charge of all firefighting activities at the scene in the absence of the Fire Chief or A/C. Leads a crew in the operation of pumps, extended waterways, turrets, boom and ground sweep nozzles, and other similar equipment. Determines proper pressures, the number of lines, and relays requirements to the booster pumper. Maintains constant awareness of levels in self-contained breathing apparatus and warns other firefighters when tanks are close to empty. Directs the training of other firefighters on driving vehicles and operating equipment.
4. Directs assigned crew in the performance of rescue and firefighting duties, during the performance of structural firefighting duties for a variety of facilities that may include research and/or large industrial complexes; and the performance of hazardous material (HAZMAT) containment and control and/or Basic Life Support duties. Performs firefighting duties at materials handling facilities carrying large volumes of fuel, conventional weapons, or highly flammable or explosive cargo. Hazardous conditions are such that the expectancy for fire is high and potential for becoming destructive is great. Applies constant awareness of the frequent changes in building design, ordnance placement, and cabin layouts to direct rescue and firefighting operations. Support operations involve extensive training facility repair work, or the storage or movement of large quantities of gasoline and other fuels. Directs water through turrets, extended waterways, and hand lines to cool weapons and ammunition during rescue. Operates or deactivates specialized mechanisms and systems, such as hatch or canopy release mechanisms. Sometimes uses special tools developed for the particular mechanism. Participates in regular training and exercises as required. Performs pre-fire planning by physically going through structures to become familiar with the layout, fire hazards, and location of fixed fire protection. Supervises employees in controlling and extinguishing fires in a variety of facilities possibly including research and/or large industrial complexes by operating hoses, ladders, and hydrants. Assists in the development of special protective services for structures imposing extreme hazards. Directs firefighters in specialized fire program missions such as HAZMAT containment and control and/or the provision of Basic Life Support medical care.
5. Leads assigned crew(s) and performs emergency rescue of personnel and a variety of first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility. Uses direct pressure and/or tourniquets to stop bleeding, checks windpipe for obstructions, performs CPR, and/or provides other appropriate assistance. Frequently serves as the prime rescuer in rescue operations. Directs and participates in regular training and exercises as required.
6. Ensures the maintenance of firefighting equipment and fire station facilities. Directs and/or demonstrates functional tests and inspections. Directs/demonstrates preventive maintenance on equipment and housekeeping duties associated with assigned facilities.
7. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Ensures federal, state, and local protection/prevention ordinances and building codes concerning health, safety, and the environment are strictly adhered to. Uses and assures proper fit of required safety equipment and clothing. Reports all known violations to the proper agency when discovered.
8. When assigned, performs supervisory/personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies and/or interprets performance standards. Provides and explains performance standards/expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers’ performance ensuring consistency and equity in rating techniques. Work is reviewed for compliance with regulations and adequacy of the fire protection and prevention program.
PERSONAL WORK CONTACTS: The incumbent’s contacts are with ITC-OR Range Control, Boise City Fire Department, Kuna City Fire Department, Mountain Home Fire Department, Bureau of Land Management, personnel from all armed services training in the ITC-OR.
WORKING CONDITIONS: This position is considered an operations position and will require incumbent to work 48-hour shifts. Shift schedules will consist of 48-hours shifts followed by 96-hours off. Working conditions will include evenings and weekends and is considered mission essential. Periodic travel, both in-state and out-of-state, via all modes of transportation, is required. Overnight travel for moderate periods of time may be required. Incumbent must submit to and pass initial and periodic security/background checks, and must submit to and pass periodic drug testing.
