Idaho Transportation Department (ITD) has an opening for a Transportation Planner in our Division of Aeronautics. This position will be located at our Aeronautics building in Boise, ID.

The Airport Planners primary responsibility is support of the Federal Aviation Administration (FAA) through the State Capital Improvement Program (SCIP) and management of the Non-Primary Entitlement fund maintenance. The planner provides various levels of support to the owners, managers, and users of public-use municipal airports throughout Idaho as well as local, state and federal agencies, and the public. The planner also assists with the overall statewide effort in the areas of airport planning, development, and safety/operations in order to provide a safe, economical and accessible aviation system.

SUMMARY

To develop and coordinate planning projects in areas of highway, rail, and public transportation; perform related work.

EXAMPLE OF DUTIES

  • Prepare and manage annual SCIP, in coordination with airport sponsors, consultants, and FAA. 
  • Prepare and manage the Non-Primary Entitlement Program.
  • Perform annual updates to State Transportation Investment Program. 
  • Assists with Pavement Condition Index reports and inspections. 
  • Coordinate and attend internal program meetings with sponsors and FAA. 
  • Plan and manage the Airport Layout Plan (ALP) Program and grants for the FAA. 
  • Schedule and facilitate bi-annual internal program meetings & SCIP specific meetings. 
  • Provide external technical assistance to airport owners, managers, operators, users, consultants, and the public regarding airport and aviation system matters.
  • Provide internal technical assistance to division and department staff regarding airport and aviation system matters and policy 

DETAILED RESPONIBILITIES

  • Read and interpret policies, procedures, rules, regulations and laws relating to aviation and aircraft use within the State.
  • Represent the Division at professional meetings concerning airport planning, development and zoning.
  • Assist with airport planning projects, when requested.
  • Interface with the FAA Regional Airport Planner and Engineer during airport inspections and planning meetings.
  • Leverage FAA NPE funds by developing multi-year program that takes advantage of the “transfer” allowance.

MINIMUM QUALIFICATIONS

  • Good knowledge off federal, state, and local government structures.
  • Principles and methods of transportation planning and forecasting techniques.
  • Experience designing and conducting technical studies which involved collecting, organization, and analyzing data using statistical techniques. MQ Specialties: Some knowledge of data processing system capabilities for forecasting and analytical purposes.
  • Experience preparing and monitoring grants.
  • Drivers License

DESIRED QUALIFICATIONS

  • Excel tracking system is used; candidate must have experience using excel
  • GIS/CADD experience is desired for small airport planning projects
  • Be willing to travel in/out of state to attend airport meetings, inspections and aviation related conferences or training.
  • Be willing to cross train with co-workers to assist staff when requested
