The Idaho Transportation Department is offering an exciting opportunity for a Building Facility Foreman at ITD Headquarters in Boise. This role involves overseeing comprehensive building maintenance, including plumbing, electrical, HVAC systems, and other related infrastructure. Key responsibilities include determining and supervising contractual obligations, hiring, and evaluating contractor performance, and managing budgets, projects, and equipment.

The Building Facility Foreman will work closely with stakeholders to define facility’s needs, manage property maintenance, and handle service contracts for the Headquarters Offices. Duties extend to managing repairs, projects, leases, preventive maintenance, contractor issues, and the budget. The role also encompasses operations management, public relations, emergency management, and hazmat incident coordination.

Note: This position requires a driver's record check, pre-employment/random drug testing, and duties that include 24/7 response.

EXAMPLES OF DUTIES:

Building Facility Foreman for all Headquarters Facility projects. These projects range from minor renovations to entire structure rebuilds or replacements. Assist with the management of the operations budget.

Managing and Directing:

• Oversee and direct building maintenance, including budgeting, contract scope, schedule, and budget management.
• Supervise and evaluate contractor performance, ensuring adequate completion of work and issuing corrective actions when necessary.
• Develop and manage preventative maintenance schedules; direct staff to complete required maintenance tasks.

Inspecting:

• Inspect contractor work to ensure completion and compliance with contractual obligations.
• Assess and maintain all building systems, including HVAC, plumbing, and electrical.
• Examine buildings for damage and initiate repairs as needed.

Evaluating:

• Evaluate contractor performance, implementing corrective actions as needed and considering contract termination if performance issues persist.
• Assess equipment and building maintenance, including determining useful life expectancy and scheduling preventative maintenance.
• Review buildings for damage and determine necessary initial repairs.

Reporting:

• Report to key stakeholders on building system needs, schedules, and budgetary concerns.
• Provide maintenance reports to the Capital Facilities Program Manager.

Approving:

• Approve budget requests, payment applications, and maintenance schedules.

Engaging and Managing Contracts:

• Engage with and manage contracts and contractor performance through direction and inspection of completed work.
• Address issues with corrective actions, up to and including termination of contracts or contractors.

Estimating and Maintaining Project Needs:

• Estimate project needs and budgets, making decisions to keep projects on track and within budget.
• Issue corrective actions to adjust budgets and contractor performance as necessary.

Stakeholder Collaboration:

• Collaborate with key stakeholders (executives, managers, tenants) to determine facilities needs and direct work to meet these needs.

Systems Inspection and Maintenance:

• Inspect and maintain plumbing, electrical, HVAC, and other building systems, including assessing asset useful life, setting preventative maintenance schedules, and managing contractual requirements.

Minimum Qualifications: 

Considerable knowledge of building maintenance.

Good knowledge of building codes.

Some knowledge of: heating, ventilating, and air conditioning (HVAC) related work; supervisory practices.

Experience: performing skilled repair and maintenance in carpentry, plumbing, electrical, building maintenance, and grounds-related work; using specialized tools and equipment associated with trades indicated; maintaining maintenance records and preparing related reports; estimating material needs and costs for jobs; reading blueprints and specifications.

Preferred certifications/licenses:

• Class A CDL
• Equipment Operation Certifications
• Safety Trained Supervisor
