Positions established at the staff engineer level may be underfilled at the associate or engineer-in-training levels. After successfully completing a training plan, meeting the minimum qualifications for the staff engineer level, and receiving a professional engineering license, the employee will be reclassified and compensated as a staff engineer.

Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Water Quality Engineer for the Coeur d’Alene Regional Office.

· Environmental Compliance

- Direct activities to ensure compliance with applicable state environmental rules and laws related to drinking water and wastewater systems including: complaint investigations; routine inspections and preparation of inspection reports; permit writing; assistance with the administration of the drinking water and wastewater grants and loan programs for the office; and the review and approval of engineering plans, specifications, and reports.

- Resolve complex issues potentially involving technical engineering and regulatory compliance issues.

- Negotiate formal and informal resolutions to violations of rules and laws with appropriate and applicable compliance tools such as enforcement referrals, notice of violations, consent orders, and civil complaints.

· Environmental Outreach

- Assist stakeholders in understanding and complying with state and federal environmental rules through outreach efforts.

Minimum Qualifications:

Engineer Staff

Salary Range: $33.00 - $37.50

Licensure: Licensed in Idaho as a Professional Engineer (PE); or eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12; 

Please include your PE#, and State of issuance if other than Idaho, on your resume.

AND; 

Experience:

· Analyzing, interpreting and applying federal, state and local laws when applying professional engineering principles and practices; This is typically gained by Possession of a professional engineering license. (Note: this should include 4 years of experience to obtain the PE OR 3 years of experience plus 1 year of education as a full-time engineering student at the Master's level.) Experience should show a basic knowledge of related laws. This could be gained in EIT courses; training courses relating specifically to understanding and applying such laws; completion of college level coursework and work experience where they actually had to apply laws.

· Writing technical engineering reports; This is typically gained by possession of a professional engineering license. (Note: this should include 4 years of experience to obtain the PE OR 3 years of experience plus 1 year of education as a full-time engineering student at the Master's level.)

· evaluating, selecting and adapting standard engineering plans, specifications and standards in completing projects; Typically gained by possession of a professional engineering license. (Note: this should include 4 years of experience to obtain the PE OR 3 years of experience plus 1 year of education as a full-time engineering student at the Master's level.)

· coordinating field work and inspecting projects or facilities for compliance with standards. Typically gained by two years of experience coordinating field work and inspecting projects or facilities for compliance with standards. Include if you determined one of the following: if the project or facility was built according to plans; if it was being maintained according to standards; or if it was in compliance with regulations

Engineer, Associate 

Salary Range: $$29.00 - $31.25

Candidates must have one of the following: Certification by the Idaho Board of Professional Engineers as an Engineer-in-Training OR certification from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET): AND Two years of E.I.T. experience: reading and interpreting engineering plans, specifications, and standards on projects; interpreting and applying federal, state, and local laws, when applying standard engineering principles and practices; coordinating field work and inspecting projects or facilities for compliance with standards. 

AND 

Experience: analyzing, interpreting and applying federal, state and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting and adapting standard engineering plans, specifications and standards in completing projects; coordinating field work and inspecting projects or facilities for compliance with standards. 

Engineer, Intern 

Salary: $28.00 - $29.00

Candidates must meet one of the following qualifications: 

• • Graduation from a four-year Engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) PLUS within six (6) months of hire receive certification by the Idaho Board of Professional Engineers as an Engineer Intern 
    
  • OR Certification as an EIT from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) 
    
  • OR graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) PLUS verification that the candidate has passed the Fundamentals of Engineering Examination. 

   Required Specialty Minimum Qualification

  · Must have passed the FE Exam

  Physical Requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time.

  • Ability to bend and reach for filing purposes.

  • Some periods of heavy reading and typing are required.

  • Ability to lift 30 pounds when working with file boxes.

  • Ability to climb ladders, staircases, work on uneven terrain.

  • Ability to lift and carry up to 30 pounds over rough terrain.

  • Ability to work in adverse or inclement weather.

  • Ability to work in extreme hot or cold temperatures both outside and inside.

  • Must be able to wear a respirator.

  • Ability to work on elevated instrument platforms, ladders, etc.

  • Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.

  • Must be able to swim and perform field monitoring work without on-site assistance or supervision.

  • May work in the vicinity of loud noise.
