About the Agency: The Idaho Office of Drug Policy (ODP) leads Idaho's substance use and misuse policy and prevention efforts by developing and implementing strategic action plans and collaborative partnerships to reduce drug use and related consequences. ODP envisions a safe and healthy Idaho free from the devastating impact of drug and substance abuse on youths, families, and communities.

Summary:

To develop grants/contracts; monitor, evaluate and report grant/contract activities; provide training and technical assistance to users; perform related work.

EXAMPLE OF DUTIES:

Development:

  • Prepares or reviews plans, grant applications or contracts for compliance with state and federal requirements, feasibility and legality of program design and cost-effectiveness
  • Defines operational and management requirements including objectives, time frames, priorities, budget formats, criteria and performance standards
  • Approves amendments to documents
  • Develops subgrant agreements
  • Negotiates terms of grants/contracts with grantees

Project Administration:

  • Responsible for funder reporting and invoicing, budgeting, no-cost extensions and renewals, allowability reviews, and closeouts
  • Maintains and builds relationships with grantees and other strategic partners on a local, state and national level
  • Drafts proposals, grant application narratives, and budgets
  • Tracks progress toward programmatic and fiscal outcomes and goals
  • Requests reimbursements and drawdowns as needed
  • Drafts progress reports and program updates
  • Conducts annual site visits

Training/Technical Assistance:

  • Identifies training needs and provides ongoing technical assistance
  • Ensures grant requirements are being fulfilled by providing information and guidance to grantees and program personnel in the agency
  • Facilitates monthly check-in sessions with grantees
  • Develops corrective action plans for compliance or resolution of negative findings or poor performance reports
  • Serves as liaison between federal, state, local agencies, grantors/contractors and citizen groups

Minimum Qualifications:

Experience:

  • Developing grants or contracts including identifying goals and timetables and determining program needs and funding;
  • Monitoring and evaluating grant or contract activities and expenditures;
  • Interpreting laws, regulations, and policies and advising on their requirements;
  • Evaluating statistical and financial information and developing reports of findings;
  • Basic math and data analysis skills;
  • Proven administrative skills;
  • Experience in Microsoft Office (specifically Word, Excel and PowerPoint) or equivalent;
  • Ability to manage deadlines while prioritizing effectively.

PREFERRED QUALIFICATIONS:

  • Demonstrated interest in the mission, vision and values of the Office of Drug Policy;
  • Bachelor’s degree
    -OR-
    3-7 years professional work experience with grant administration, grant writing/reporting, grants management;
  • Familiarity and experience working with national/governmental funders;
  • Demonstrated self-motivation with a strong ability to set priorities and manage multiple tasks efficiently and effectively;
  • Experience evaluating responses to Requests for Proposals;
  • Demonstrated analytical and persuasive writing skills;
  • Familiarity and experience working with national/governmental funders a plus.
