The Idaho State Tax Commission is seeking a Tax Specialist to join our Government Affairs Team to coordinate compliance with the statutory and regulatory provisions governing Idaho state tax administration, research, analyze and interpret existing and proposed tax rules, and coordinate and engage in negotiated rulemaking and promulgation of agency administrative rules.
Responsibilities:
- Research, draft and recommend changes to tax laws, rules, procedural statements and directives to clarify and implement statewide tax policy
- Analyze and interpret existing and proposed tax laws, rules, and case law and makes recommendations
- Chair or participate in the development and recommendation of administrative rules, forms and instructions
- Research and compile data and prepare statistical reports to determine administrative and fiscal impact to taxpayers and state revenue
- Participate and present rules before the legislature
- Serve as a tax expert for legislative committees
- Communicate adopted policy and rule changes and participate in the implementation with agency staff
- Provide technical assistance and responds to tax inquiries from elected officials, tax professionals, attorneys and the public
- Develop and presents training on tax laws and rules for tax practitioners, attorneys, accountants and agency staff
- Contribute to the design, review, and update of tax forms and information pamphlets
- Presents educational outreach activities to enhance transparency
- Make public presentations before taxpayer, business and special-interest groups
Minimum Qualifications:
- Experience demonstrating considerable knowledge of one or more of the following federal and state tax laws and rules in one of the following tax specialty areas: Income; Sales; Fuels; Product Taxes; or Property (Typically gained by completion of the core requirements of a bachelor's degree in accounting AND at least 3 years of high-level experience providing guidance to professionals in at least 1 of the specialty areas listed above OR at least 5 years of high level experience providing guidance to professionals in at least 1 of the specialty areas listed above.)
Specialty Qualifications:
- At least 2 years of experience that included public speaking, business presentations, or public relations
- Some knowledge of state and local organization structure, functions, and decision-making processes to include public policy development, state rulemaking, and legislative process (Typically gained b at least 6 months of full-time work experience that included responsibilities related to state and local government organization structure, functions, and decision-making processes to include public policy development, state rulemaking and legislative process OR completion of at least 2 college-level courses related to public policy.)
