The Idaho Transportation Department (ITD) is recruiting for a Financial Specialist Senior with exceptional customer service skills to join our Idaho Transportation Investment Program (ITIP) Program Management Office (PMO) located at our Chinden Office in Boise.

NOTICE: Criminal background required.

EXAMPLE OF DUTIES: 

  • Apply accounting principles and practices to obligation documents for projects in the 7-year Idaho Transportation Investment Program (ITIP). This position requires a high level of discretion and independent judgement as it pertains to obligations and processing financial transactions;
  • Work closely with internal and external customers such as ITD Districts, ITD Headquarter Sections, Financial Services, the Local Highway Technical Assistance Council, and the Metropolitan Planning Organizations to provide customer service with Cost/Project Accounting on a variety of state and federally funded projects;
  • Utilize various ITD platforms to perform a full range of advanced professional financial duties requiring the application of accounting and/or auditing theory, principles, and practices;
  • Setting up project budgets, making budget adjustments, resolving coding issues, and auditing financial records for project close-outs;
  • Utilize current information technology to analyze, research, and maintain financial data, develop financial documents and resolve issues;
  • Audit financial data for completeness and compliance with federal and state laws and regulations;
  • Participate in developing policies and procedures for financial reporting systems and conducts research into the financial needs of ITD;
  • Analyze technical financial problems and provide professional assistance and advice concerning their solutions; 
  • Work independently and collaboratively for the successful completion of financial tasks.


Minimum Qualifications: 

Good knowledge of Accounting principles and practices

Experience: 

  • Developing and preparing financial documents 
  • Using a personal computer to develop, analyze, and report on financial data
  • Analyzing financial activities and recommending management action 

Desired Experience:

  • Bachelor's degree in accounting, finance or related field with minimum of 20 semester hours of accounting and three years' experience in financial reporting and a working knowledge of generally accepted accounting principles; 
  • Solid organization skills with attention to detail resulting in timely and accurate work products; 
  • Must be able to effectively communicate both orally and in writing; 
  • Gather data from multiple financial systems, analyze data, integrate data, validate data for accuracy and develop reports/scripts/inquiries to assist team members; 
  • Work proficiently with Excel, Outlook, and Word;
  • Experience in developing and preparing financial documents;
  • Attention to detail and ability to focus effort on resolving accounting problems;
  • Excellent verbal and written communication skills to correspond with internal and external customers and stakeholders;
  • Experience in using a personal computer to develop, analyze, and report on financial data;
  • Experience in analyzing financial activities and recommending management action.
