Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Grants Officer Supervisor for the State Office located in Boise.

Salary Range: $25.95 - $29.43

Responsibilities:

· Supervision:

- Manage Grants Officer personnel in the DEQ Finance Office.

- Review staff work products, lead meetings with internal and division staff, and provide direction to staff on process improvement methods.

- Prepare annual performance reports.

- Analyze potential impacts of coming grants.

- Mentor staff.

- Meet with the Financial Officer to discuss grant developments and provide recommendations on DEQ’s grant and subgrant section.

 · Grant and Subgrant Administration:

- Oversee internal grants staff.

- Develop and manage multiple federal grants and cooperative agreements.

- Prepare and submit grant applications in compliance with state and federal requirements.

- Define operational and management requirements.

- Prepare and submit amendments to documents.

- Develop subgrant and contract agreements.

- Oversee federal draws, review and compile Federal Financial Reports, match requirements, and direct applications as they relate to state and federal grants.

- Liaise between DEQ program and Fiscal staff by coordinating budget development, tracking grant expenditures, participating in quarterly budget reviews, and coordinating the resolution of any grant-related concerns.

 · Grant Applications:

- Complete formal grant applications and amendment requests by assembling, routing, analyzing, and submitting all necessary documents and assurances to the appropriate funding entity.

- Process grants by receiving, routing, and returning signed awards and amendments to funding entities.

- Liaise between DEQ and funding agency staff by meeting grant deadlines, ensuring timely and effective communication between entities, and coordinating the resolution of any grant-related concerns.

- Provide technical support to programs in developing work plans and budgets related to federal assistance proposals, applications, and reports.

 · Grant Monitoring:

- Ensure agency compliance with all relevant federal and state administrative and programmatic conditions by documenting and completing all reporting and other grant requirements.

- Document all grant-related actions and traffic by maintaining and managing electronic grant folders in the document management system.

Minimum Qualifications:

Experience: developing grants or contracts including identifying goals and timetables and determining program needs and funding; monitoring and evaluating grant or contract activities and expenditures; interpreting laws, regulations, and policies and advising on their requirements; evaluating statistical and financial information and developing reports of findings.

Desired Specialty Minimum Qualification

· Knowledge of 200 CFR

· Experience in Grants Management

· Experience in Personnel Management

Physical Requirements:

· Ability to sit and work on a computer for 2-4 hours at a time.

· Ability to bend and reach for filing purposes.

Other Requirements:

· Occasional Travel Required
