Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Rules and Planning Analyst- Analyst 3 for the State Office located in Boise, Idaho.

Salary Range: $29.75 - $33.71

Responsibilities:

· Rules Coordination:

- Coordinate the rulemaking process. Keep stakeholders informed of steps in the process for multiple rulemaking packages.

- Develop material to be posted on our website about upcoming rulemaking meets, ensure the correct information about proposed changes is published in state bulletins at the right time, and keep our board informed of rule-making efforts.

- Remain informed about relevant laws, regulations, and industry standards affecting the organization.

- Conduct rulemaking training and maintain rulemaking procedure documentation.

 · Hearing Coordination:

- Serve as DEQ's hearing coordinator when contested cases arise.

- Ensure the department complies with contested case protocols.

- Maintain list of potential hearing officers.

· Planning and Performance Measurement:

- Assist the Senior Operations Analyst in the Deputy Director's office with planning and performance management efforts.

 · Records Management:

- Assist the records management coordinator and serve as a backup as needed to help manage records requests.

Minimum Qualifications:

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college. AND; 

At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR 

Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Desired Specialty Minimum Qualification

Experience with records management and public records requests.

Physical Requirements:

Ability to sit and work on a computer for 2-4 hours at a time.

Ability to bend and reach for filing purposes.

Some periods of heavy reading and typing are required.

Other Requirements:

· Valid driver’s license

· Some travel may be required.
