Idaho Commission for Libraries (ICfL)

Financial Technician (flexible 30-40 hours/week - full benefits)

About the Agency: The mission of the ICfL is to assist libraries to build the capacity to best serve their communities. Located in the heart of downtown Boise, the ICfL embodies a people-focused agency with a supportive and friendly culture. The ICfL offers flexible schedules and telework options!

Purpose: Provide a variety of financial activities that require application of accounting, auditing, and/or budgeting theory principles, and practices. These activities include, but are not limited to, budgeting, payroll and benefits, accounts payable, accounts receivable, accounts reconciliation, travel, purchasing, and processing financial records and specialized documents.

Job Duties:

Accounting functions and duties are delivered effectively and efficiently to key stakeholders. (70%)

  • Process invoices and payments to vendors and contractors according to sound accounting processes and procedures.
  • Maintain a broad knowledge of the organizations programs and financial requirements to prepare, reconcile, and balance financial transactions.
  • Code all documentation and data utilizing the State’s financial system.
  • Review, complete, and process financial documents to ensure compliance with laws, regulations, and policies for recommended approval.
  • Review, code, and process travel reimbursements.
  • Ensure donations received are accurately coded and applied to specific programs.
  • Maintain State and agency internal controls using a system of checks and balances for transactions, data entry, and filing for all receipts and expenditures.
  • Support adherence to ICfL Fiscal Policy and participate in periodic reviews of policy and practice to ensure alignment.

 Professional customer service support is provided effectively, efficiently, and timely. (30%)

  • Prepare standardized, recurring reports utilizing the accounting system.
  • Provide financial data to staff upon request.
  • Collaborate and provide technical assistance to staff.
  • Seek personal and professional growth opportunities to advance technical knowledge and skills through developing personal networks, attending State sponsored training opportunities, and professional/educational workshops.
  • Attend agency meetings, conferences, and related business meetings.
  • Provide specialized program support.
  • Provide recommendations for process improvement.

Minimum Qualifications: 

Good Knowledge of: 

  • Financial Record Keeping

Experience: 

  • Researching and compiling financial information and preparing summaries and reports
  • Using personal computers to enter, retrieve, and edit financial data
