The Idaho Transportation Department is recruiting for a Financial Executive Officer - Controller in Boise to provide the vision and leadership to Financial Services personnel and to motivate them to best support ITD's Vision Elements, Strategic Goals, and Investment Strategy in a manner that is timely and cost effective.

Note: This position requires a criminal background investigation before a final job offer is made. 

Example of Duties

  • Lead ITD’s Financial Services team that is responsible for: Accounts Payable, Accounts Receivable, Budget, Cost Accounting, Economic Analysis, General Ledger and the Department’s ERP system.
  • Financial Reporting - direct and monitor financial reporting to the State Controllers Office, Division of Financial Management, FHWA & other federal agencies, ITD Board, ITD Executive Team, ITD Leadership Team, Budget Council & other internal & external entities.
  • Coordinate with other ITD Divisions to ensure that ITD automated systems data structures are harmonious, consistent, & allow cross department financial reporting.
  • Develop the Department’s appropriation budget request and work with the Division of Financial Management and the Legislative Services Office.
  • Allocate Financial Services personnel to projects supporting department strategic planning & vision statements. This requires prioritizing projects based on available personnel resources & the department's critical needs. 
  • Work with Legislative Services Office, Internal Review, FHWA, & other federal agencies to respond to audit findings & recommendations. Determine solutions & resolutions that promote a culture of internal control practice & awareness.
  • Provide the vision for the Financial Managers to work together & with Financial Services customers to ensure that ITD will be successful in all areas of financial management. Work with Financial Managers to create Performance Plans that support department goals & objectives. Monitor performance & make work assignments.
  • Analyze and recommend different funding options to Executive Management & Budget Council about how to use ITD's limited resources to best achieve ITD's investment strategy, while staying aligned with ITD's vision elements, tangible results, & strategic goals.

Minimum Qualifications

Education:

  • Bachelor's degree in Accounting or a Bachelor's degree in business with at least 20 semester credit hours in accounting
Experience:

  • Managing the staff and activities of a financial operation
  • Designing and implementing complex computerized accounting or auditing systems
  • Preparing financial management documents and statements
  • Identifying and resolving financial and management problems involving computerized accounting systems and subsystems
  • Preparing and making oral presentations
  • Writing narrative reports setting forth conclusions and recommendations for consideration by top-level management
Highly Desirable Experience:

  • Previous State of Idaho financial experience
  • Experience designing, implementing and operating governmental ERP and reporting applications
