Project Manager III

GENERAL DESCRIPTION: The OSBE Project Manager III aids in the planned implementation of software development and other technology projects with statewide/agencywide impact. This level requires the incumbent to be an expert in project management, including the planning, development, implementation, and evaluation of small to large, complex projects. Incumbent may supervise project staff and provide direction to a large and diverse project team that may span multiple agencies. The incumbent will direct the development of project goals, work plans, timelines, and implementation strategies. They direct the identification of decision-making issues and project partners, key stakeholders, development and implementation of strategies to encourage and obtain stakeholder and/or community support. Incumbents may manage and be responsible for project budgets and contracts. Additional duties may include vision, scope, documentation, policy and procedure coordination, progress reporting and auditing.

RESPONSIBILITIES:

  • Providing project management expertise and leadership to numerous simultaneous software development and technology projects using modified Agile/Lean methodologies to deliver value.
  • Managing and documenting complex projects including development of project scope, goals, work plans, timelines, and implementation strategies.
  • Identifying decision-making issues, project partners and key stakeholders.
  • Developing measurement processes/methods for assessing progress toward goals and project outcomes and effectively measuring, evaluating, and communicating project performance.
  • Working with internal and external stakeholders to ensure projects are successful and on-time.
  • Planning, facilitating and conducting meetings.
  • Implementing and maintaining project management platforms.
  • Managing/supervising future project management office staff.
  • Additional duties as needed.

MINIMUM QUALIFICATIONS:

Experience:

  • Managing complex software development and technology projects including development of project scope, goals, work plans, timelines, implementation strategies.
  • Developing measurement processes/methods for assessing progress toward goals and project outcomes.
  • Developing written reports, communication documents, and preparing and presenting formal and informal oral presentations to groups.
  • Mediating conflicts.
  • Interpreting and explaining specialized or complex material into information usable by the public.
  • Utilizing project management philosophies, methodologies, and techniques including Agile to deliver successful outcomes.
  • Managing staff
  • Developing and monitoring contracts

In-depth knowledge of:

  • Various project management philosophies, methodologies, and techniques including Agile
  • Project management tools and platforms

Ability

  • To interpret and apply laws, regulations, policies and procedures governing federal and state education programs.
  • Certification as a project manager.

PREFERRED QUALIFICATIONS:

  • Extensive knowledge and experience with modern project management platforms, preferably Azure DevOps.
  • Extensive knowledge of existing education programs, laws, regulations, policies and procedures.
  • Prior experience working on projects in the education sector.
  • PMP or similar level project manager certification.

PHYSICAL DEMANDS:

  • Approximately 90% of time is spent sitting at desk or workstation, up to 4 hours at a time.
  • Approximately 10% of time is spent standing, walking, bending, and kneeling.
  • Occasional lifting may be required, frequently less than 5 lb, but may be up to 20 lb.

      Benefits:

      Per current policy, this position earns 7.4 hours of vacation leave every two weeks (about 4.8 vacation weeks per year), 3.7 hours of sick leave per pay period, eleven paid holidays, FICA and Medicare contributions, FMLA, and workers’ compensation insurance. Additionally, employees may elect to participate in other employer supported benefits including medical insurance, dental insurance, life insurance, FSA plan, 401(k) plan, 457 plan, and IDeal plan. This position is eligible for reduced tuition and fees at institutions under State Board of Education governance.
