The Idaho Transportation Department (ITD) is recruiting for a Program Manager, Transportation - Maintenance Operations Manager. The purpose of this position is to provide program oversight and guidance for major statewide programs such as the State Communication Contract with DHW, Supporting Infrastructure Assets (SIA) Program Management, Mobility Operations, 511, Roadside operations, Volunteer Services, Fuel System Management, Winter Operations, Winter Performance Metrics, Fleet Management and Acquisitions, Operations Support Systems (TAMS/Fleet/Road Maintenance, Snowplow AVL), Operations Manual, Monitor RWIS System and ensure development, implementation and fiscal responsibility of assigned division programs and direct operation of related automated systems; manage staff; perform related work.

Example of Duties

Provide support and oversight of the statewide maintenance operations guidance:

  • Operations Manual
  • Operations Systems Management
  • Winter Operations Performance

Budget:

  • Manage and approve the budget (state and federal) and expenditures (state and federal) for Maintenance Operations Unit

Staff Management:

  • Roadside Operations
  • Fleet Management
  • 511
  • Winter Performance Metrics

Outside Organizations:

  • AASHTO/WASHTO Maintenance Committees
  • Clear Roads (Pool fund research Consortium)

SIA Program and Project Management:

  • Ensuring that assets on the state highways system are installed, replaced and in good repair
  • Maintaining, protecting, restoring, and adding highway assets
  • Projects that are including in the ITIP and STIP

 

Minimum Qualifications

Experience:

  • Managing a program or major project including the development of scope, goals, work plans, timelines and implementation strategies;
  • Supervising staff; developing operating policies and procedures; preparing an operating budget;
  • Writing narrative reports outlining conclusions and making recommendations for consideration by top-level management.

Desirable Qualifications:

  • Excellent written and verbal communication skills
  • Ability to build trusting relationships with internal and external customers
  • Must be able to understand ITD policy but be able to meld that with constraints and look for ways to get to "yes" in new and innovative ways
  • EPA and OSHA related safety codes and practices
  • Experience presenting information to groups in a professional atmosphere
