Human Resource Business Partner III

The Idaho Division of Human Resources (DHR) is seeking a Human Resource Business Partner III. This announcement will be used to fill a classified position located at Idaho State Liquor Division (ISLD) that will be located at 1349 Beechcraft Ct Boise, ID 83714. This position will provide support for the Idaho State Liquor Division and Idaho Lottery and will work collaboratively with the Idaho Division of Human Resources.

The ISLD is a $325 Million state-operated enterprise comprised of 172 retail outlets and over 425 team members statewide. Our mission is clear: control the importation, distribution, sale, and consumption of distilled spirits; curtail intemperate use of beverage alcohol; and responsibly optimize the net revenues to the citizens of Idaho.

Idaho Lottery

Since their inception in 1989, the Idaho Lottery has sold over $4.6 billion in products, awarded nearly $2.8 billion in prizes to players, returned more than $270.9 million in retail commissions, and distributed more than $1.034 billion in Lottery dividends to state public schools and buildings.

The mission of the Idaho Lottery is to responsibly provide entertaining games with a high degree of integrity to maximize the dividends for public schools and buildings. Historically, Lottery dividends are shared by Idaho’s Public School Building Account and the Permanent Building Fund.

Summary:
Performs a full range of advanced professional human resource services in leave administration, medical accommodations, classification, compensation, recruitment, training, policy and procedure, employee relations and performance management. This position may provide support to multiple agencies.

Responsibilities:

  • Leading processes and resources within area(s) of expertise such as employee relations, civil rights, recruitment, classification and/or compensation
  • Developing, recommending changes and providing guidance on interpretation and application of policies and procedures
  • Completing complex analyses of HR data to identify key trends and recommends changes to improve performance of operations
  • Collaborating with management and employees to improve work relationships, build morale, and increase productivity and retention
  • Performing job analyses and making recommendations for organizational structure changes
  • Providing advice and guidance on various HR topics and resolving complex issues
  • Responding to complaints and conducting thorough and objective investigations
  • Conducting training and presentations on HR related topics
  • Facilitating due process and problem solving

May include performing leadwork/supervisory duties to include work assignment, direction, and monitoring of staff

Distinguishing Characteristics

This is the fourth level in the HR job family. At this level, incumbents navigate a broad range of complex issues and inform leadership regarding contentious matters. Provides advanced guidance for other HR staff, seeking assistance on highly complicated situations.

Minimum Qualifications: 

 Good knowledge of: 

  • Human resource administration 
  • Equal employment opportunity concepts and legal requirements 

Experience: 

  • Analyzing human resource management problems and developing alternatives and recommendations 
  • Participating in resolving complaints 
  • Providing human resource consultation to management and administrators 

MQ Specialties:

Considerable knowledge of: 

  • Recruitment methods and strategies

Good knowledge of: 

  • Employee compensation evaluation 

Experience: 

  • Performing job analysis and developing classification recommendations
  • Gathering and analyzing data and developing reports based on the information
  • Working with Human Resource Information Systems (HRIS)
  • Developing and providing training

Preferred Qualifications

Considerable knowledge of: 

  • Complex employee relations
