Description

"Serving consumers and agriculture by safeguarding the public, plants, animals and the environment through promotion, education and regulation." The Idaho State Department of Agriculture is currently recruiting for a Technical Records Specialist 2 in the Agriculture Resources Division. This position will close on April 30, 2024 at 11:59 p.m. Referred lists will be pulled periodically. Apply as soon as possible to ensure you will be considered for this position. Key Responsibilities:

  • Use detailed knowledge of the Idaho Pesticide and Chemigation laws, rules, and regulations to address questions, review reports and notices, and to determine an appropriate course of action related to pesticide applicator and dealer licensing issues;
  • Communicate (either electronically or through mail) Notices of Pending Licenses to customers;
  • Communicate (either electronically or through mail) Insurance Expiration Notice reminders;.
  • Use detailed knowledge of the Pesticide Applicator Licensing database to monitor and correct customer errors in the database;
  • Review, approve, and process pesticide licensing requests using independent judgment and discretion;
  • Update customer information from change requests (verbal, email, or forms submitted);
  • Update company information from change requests (verbal, email, or forms submitted);
  • Update company insurance information;
  • Track and audit the grading and data entry for exam paperwork;
  • Grade exams and enter scores into Pesticide Applicator Licensing database;
  • Import weekly exam scores from the Metro Institute and audit for accuracy;
  • Use detailed knowledge of grading software to maintain updates to exam answer keys;
  • Track and audit the processing and mailing of pesticide applicator licenses;
  • Use the ID Core software to print licenses and match them to corresponding letters for mailing
  • Using knowledge of Pesticide Applicator Licensing database to run reports for senior staff, field staff and Public Records Request Reporting;
  • Must know how to use extensive search functions in Pesticide Applicator Licensing database
  • Serve as the primary agency contact for pesticide applicator licensing information;
  • Serve walk-in customers, answering phones, and via email correspondence
  • Receive and process payments for licenses, study materials, and exams with adherence to the ISDA fiscal policies;
  • Including creating invoices, being able to calculate tax
  • Make independent licensing decisions within the guidance of the Idaho Pesticide and Chemigation laws;
  • Communicate with the Program Manager and Licensing Program Specialist on any changes or proposed changes to license program procedures or operations;
  • Maintain the Standard Operating Procedures (SOP)for the licensing program, and suggest upgrades/updates to this document;
  • Fulfill responsibilities of an ISDA employee as outlined in the Department’s Risk Management/Safety Policy;
  • Serve as a back-up to the Pesticide Applicator Licensing Ag Program Specialist;
  • Communicate with surrounding state agencies agriculture department to assist with reciprocal licensing;
  • Send out Letters of Good Standing to reciprocal states as requested;
  • Conduct other duties as assigned.

Minimum Qualifications

 

Minimum Qualifications: These qualifications are mandatory requirements.

This position requires one year of work experience in each of the following: Monitoring record systems to identify and correct errors;

Interpreting, explaining, and applying laws, regulations, and complex policies for multiple or highly specialized programs;

Analyzing information and researching a variety of sources to identify and resolve problems or issues; Dealing with individuals from varying cultural and socio-economic backgrounds in stressful situations; Composing and proofreading business correspondence.

This position requires six months of works experience in the following: Entering and retrieving data using a computerized record system;

Specialty Qualifications: This qualifications are mandatory requirements

Working with sensitive or restricted data - at least six (6) months of work experience working with sensitive or restricted data such as financial, personal, and/or medical with the responsibility to protect the confidentiality of that information.

Microsoft Word - ability to operate word processing software (such as Microsoft Word) and equipment at the rate of 40 wpm or more.

Some Knowledge of Data Management - some knowledge of data management through successful completion of a college level course equivalent to three semester hours; OR, through successful completion of a three-day course (approximately 20 hours) specific to data management; OR, through successful completion of three months’ work experience performing data management activities such as database development, data collection, analysis, research and tracking, developing tables, queries, forms and reports.

Experience Using Spreadsheet Software - at least one year of experience using spreadsheet software to create and

modify electronic worksheets and design and print graphs.

Supplemental Information

Temporary appointments from this announcement, serving at least one thousand forty (1,040) hours of continuous service, may be hired as an entrance probationary employee without further examination for the same classification
